Even the Planning Commission was being asked to approve TVRs without benefit of reviewing the full application. The current TVR bill was intended to give people access to the names of the applicants and their completed applications in a timely fashion, well prior to the item being placed on the agenda, so they could comment in a thoughtful fashion.
