Update: Mayor Says No

Things just keep getting more and more squirrely in the saga of the Round Building vs the Cop Shop, which I wrote about earlier this morning.

Even though the Police Commission met and determined that it wants Chief Darryl Perry to come back, and the chief was planning to return to work today, Mayor Bernard Carvalho is saying no. In fact, he issued orders that Perry should not be allowed to enter his office, and the County Attorney even seized his computer. Good grief.

It was really kind of sickening to watch the video clip of Perry standing outside his office while the games continue. Carvalho isn't even on-island, so Perry is supposed to check in with Gary Heu instead. Right.

According to a statement that Carvalho released this morning:

“The Chief will remain on leave until we have discussed and agreed upon terms of his return.”

Do take a gander at the mayor's spin, I mean statement, which validates my earlier reporting that Perry wanted to be placed on leave from the get-go, but Carvalho said no, then changed his mind a couple of days later.

It also includes an email that Perry wrote to Police Commissioners after Deputy County Attorney Justin Kollar advised him that he could not put himself on leave. In it, Perry states that he had been “placed on notice by the Mayor for my involvement relating to the most recent complaint against AC [Assistant Chief Ale] Quibilan,” — whatever “placed on notice” means — and asks commissioners to “contact the Mayor’s Office as soon as is practical to have my [leave] request approved without delay.”

Interestingly, Carvalho totally sidestepped Perry's claim that the mayor had suspended him for insubordination and dereliction of duty. We do learn that Perry has an attorney, who reportedly advised him not to meet with the mayor, who is intent on reaching “a shared understanding of the terms under which the Chief could return to work while the complaint is being investigated.”

Now the mayor is miffed that “the Chief refused to meet and chose instead to communicate through the media.”

As opposed, of course, to letting the mayor do all the public talking.

To quote one observer, “It's a pissing match.” And to quote another, “What a mess.”

Who did Perry choose as attorney? That decision might tell us something about if he's really trying to work it out or getting ready for litigation, or negotiating terms of departure.

Wasn't the chief all set to take a TSA job at some point?

“I was suspended for seven days first, for insubordination and dereliction of duty,” the police chief said.

Perry said he was suspended from Feb. 1 until Feb. 7, and then placed on paid leave beginning Feb. 8.

Looking in from the outside: Sorry, but Carvalho is showing himself to be a megalomaniac. This kind of arbitrary treatment of a Chief of Police is totally inappropriate. If this continues even one more iota, Perry should resign. Offensive lineman Carvalho is not King of Kaua'i.

Am I understanding this correctly? He's attending the Oscars on our dime? Is that for REAL?!!? WTF for? Some other pr junket? There's a crisis at KPD that he helped to create and he's not here. He micro manages or should I say Beth/Gary do, but his fat ass can't be hear to deal w this shit. He's a worst nightmare than I ever dreamed possible.

Lots of prejudging going one here by people who don't know the facts. Those facts, however, should become apparent as investigators delve into the chief's computer, which was apparently seized for investigation. Wonder what they will find, if anything, in chief and asher's computers. That surely should reveal more truth than the mayor or the chief's press releases.

Get rid of everyone, they're a waste of tax payers dollars. A total embarrassment of honored and respected positions. I mean everyone from Chief Perry, Asher, Quibilan, Mayor Carvalho, beth, gary, and the rest of the cronies.

Give Begley a chance, he has seen the corruption that exists in kpd. He may be able to identify all the problems to the Feds and help uncover and destroy Kauai's mafia. At least give him 2 to 3 years and if nothing happens, we must find someone who will investigate citizens complaints.

The coconut wireless confirms that many complaints about drug dealers, drug houses, murder suspects, internal complaints, and many other reports have not been investigated by chief perry and his asst chiefs. You have to wonder why aren't these reports investigated while crime rises on kauai.

You're all FIRED! Complete FAIL!

The department has been dysfunctional for decades and every chief in recent memory had gone through this kind of political manuvering/slandering and removal. Get the fucking politics out of it and let the Commission oversee the chief. Perry should've applied for the Honolulu job instead of sticking around for this hanging. Again Kauai County looks foolish and ass backwards.

The problem is that these people believes that they are the untouchables. We the people of kauai have let this abuse go on for decades because we are cowards. Let's try this...

First, recall the Mayor and make a rule that his replacment can't be a "local boy."

Second, fire the entire PD. Make each and every employee (sworn or not) reapply for their job under the following conditions:

1. Submit to a Minnesota Multiphasic Personality Inventory according to the same criteria as the FBI.

2. Submit to a polygraph as to whether they've ever taken a bribe, looked the other way, harassed anyone, etc...AND do not use the same polygrapher KPD has always used, only one from the FBI.

3. Make a simple, CAPITAL LETTERS statement in the Charter that the Mayor DOES NOT CONTROL THE CHIEF OF POLICE. To do so puts the Mayor literally above the law.

It's time the people of Kaua'i get off their okoles and get rid of the "Boss Hawg" kind of mini-mafia, screw the people "government" that has plagued them since the Overthrow.

We have seen this secenario before: bailout big banks executives that bankrupt the country get millions of dollars in bonuses and then take a luxurious trip paid for by the tay payers. Trip includes airfare, food, lodging, prostitutes, entertainment, shopping spree, and all of this paid by nickle and diming the citizens.

I rather enjoy watching the circus with the big clown strumming his ukelele, little people running around him.

It is really kind of amusing. I hope the plot at least gets a little more ump, like a nice plot twist were something or someone gets themselves really with their paws in the cookie jar (aka public coffers).
